SCTFL 10 Rules

The Season:


Before signing your clan up for the league, please make sure you have read all the rules and understand them. If you have any questions or concerns, contact one of the admins or post in the forums.

The season will be free play similar to the system in SCTFL5 and previous seasons. (for more information see League Format below)

Prizes:


The winner of this league will get a free 16 slot Soldat server and a 10 slot Ventrilo/Teamspeak server provided by Clanplanet for the following three months. The winner will also get bragging rights for winning one of the SCTFL seasons.

Server Settings:


Each round will be 10 minutes long.
All guns are enabled.
Default map is ctf_Laos
Frequency is set to 3.
Respawn time 3. Maximum respawn 4.
Maximum grenades 3.
No power-ups/bonuses except health and normal grenades.
No friendly fire.
Ping kick must be set to 400.
Stationary guns are disabled.
Maximum flag capture limit is 10.
Realistic Mode is off.
Game Style is Capture The Flag (CTF).
Bullet Time Effect is off.
Sniper Line is Disabled.
Minimap is Disabled.
HealthCooldown is 0.

League Format:

The league format this season will be free play, designed to give as much freedom to clans as possible. Clans will organize matches themselves.

For people not to get confused, we are going to state this first. The default map is ctf_Laos and it will not be played until the third round if needed.

The first part of the season will consist of free play where every clan will be put into a large group with every other clan. After this part of the season is over, the top 16 will advance into a playoff bracket.

To play a league match, a clan simply has to ask another clan for a match and the other clan must agree that it is being played for the league. The team which asks for the match is the "Challenger". The other team is considered the "Home team".

Each clan can play the same opposing clan only 2 times in each half of the free play period. Any extra matches which are played between these 2 clans will be void. (The free play will last 6 weeks, so each "half" means 3 weeks)

After a clan has played 20 matches in either half of the free play period, the points they gain from matches will drop. Please see the "League and Signup Rules" section for more info. This does not transfer from one half to the other. For example, if Clan A plays 20 matches in half one, once the second half starts, their wins will be worth the normal amount of points again.

Intercontinental matches are worth +2 points to the winner. For example, if a Euro clan plays a NA clan and wins, the Euro clan will get +2 points for that match rather than the normal amount, the same will be the case if the NA clan wins. This is to encourage intercontinental matches. The prior rule applies to this as well. So after 20 matches, Intercontinental wins will be worth less, even though they will still yield +2 points to the winner.

A match is considered intercontinental if the clans playing it are not from the same region (North-America, South-America, Eurabia (Europe + middle east), Far East (rest of asia) and sub saharan Africa). A clan can not get these bonus points if more than one member are not from the same continent as the rest.

There will be certain dates at which each part of the season will end. These dates will be posted in the forums while the league is running.

Match Rules:


A match is best of 3 rounds.

Games will be 3v3 to 5v5. No 3v4 play, 4v5 or etc. is allowed unless the match has already started and a player has dropped.

The winner of a round will be determined by who has more flag caps at the end of the round.

Default map is ctf_Laos

Regarding server selection, we suggest each clan to be honorable and understanding. For example in a situation where a NA clan is playing a European clan, please don't choose a west coast server (NA's) and please don't choose a Polish or east European servers (Euros), since it is possible to make it fairer for the opposing clan by choosing a server which gives them a lower ping and gives you practically the same ping. SCTFL server list and the rules on how to use them can be found in the forums.

The first map is played on the Home team's server, and this map will be the choice of the Home team. The side on this map is chosen by the Challenger. The second map is played on the Challenger's server, and this map will be the choice of the challenging team. The side on this map is chosen by the Home team.

A third round will be required in a situation where neither team wins both the first and the second round. In this round, the default map is played, the server is chosen by the Home team, and the side is chosen by the Challenger.

EXAMPLE ON MAP & SERVER SELECTION: Team A is "Home Team" and Team B is "Challenger". *Round 1* = Team A picks map, Team A picks server, Team B picks side. *Round 2* = Team B picks map, Team B picks server, Team A picks side. *Round 3* = Tiebreak Map, Team A picks server, Team B picks side.

Maps cannot be played more than once. (including Tiebreak) This means that neither team can pick the Tiebreak map as one of their map choices.

Only the default CTF maps that come with Soldat are allowed to be chosen, which are ctf_Ash, ctf_B2b, ctf_Cobra, ctf_Conquest, ctf_Death2, ctf_Division, ctf_Dropdown2, ctf_Equinox, ctf_Kampf, ctf_Laos, ctf_Lanubya, ctf_Maya, ctf_Maya2, ctf_Nuubia, ctf_Ruins, ctf_Run, ctf_Snakebite, ctf_Steel, ctf_Viet and ctf_Voland.

Before the round starts, representatives from both teams must make sure that the opposite clan is ready to play. Then the round can begin.

In between rounds, there can be up to a 5 minutes break in order to organize, strategize, etc. During this period of time, players are to remain in their base.

The winner of the match is decided by who has won the most number of rounds, as in a best of 3 rounds match.

If an equal number of rounds has been won by each side at the end of the match, then it results in a tie.

Substitutes of members that are on their clan ROSTER are allowed. Furthermore, substitutions may be made at any time during the game. In the case of a substitution, the member that is being subbed OUT must leave the game PRIOR to when the member subbing IN arrives into the game. This prevents unbalanced teams during a substitution. As repeated, subs may only be allowed from members on THE ROSTER ONLY. This means that you must update the roster in the forums before you can use a member in a sctfl match.

Pausing is allowed only in emergency situations. This means if there is afk or there is a disconnect, or a team is having problems with something soldat related, they can pause the game. Excessive Pausing is not allowed.

Any team winning by forfeit shall receive 4-0, 4-0 as the 2 rounds caps and 5 points. All prior rules apply here as well, so if the clan which wins by forfeit has played 20 matches during that month, their points will be worth less than normal.

Server Selection:


The server with the least lagency for each player is recommended to be chosen, preferably a neutral server.

Like stated above, the first round will be played on the Home team's server. The second round is played on the Challenging team's server. The final round is played on the Home team's server.

If there is no disagreement in server selection, meaning if both teams agree on using one server, then that server can be used for all rounds.

SCTFL staff have found a sponsor and we suggest that clans use the sponsor's servers for their matches if there is some sort of disagreement regarding lagency and whatnot. The list for these servers can be found on the SCTFL forums.

League and Sign Up Rules:


Points for games are as follows: 5 points for a win, 2 points for a tie, 1 point for a loss. +2 points for an intercontinental win.

After a clan has played 20 matches, points are as follows: 3 points for a win, 1 point for a tie, 0 point for any loss. +2 points for an intercontinental win.

If a position is tied in terms of the same number of points, the clan who has the better cap difference gets the higher position. If there is still a tie, the clan who scored the most caps gets it.

Each clan can play the same opposing clan only 2 times during one half. Any extra matches that are played between these two clans will be voided, regardless of the outcome.

Clans must have a minimum of 3 players in order to sign up for SCTFL. When signing up, we ask the leader of the clan to provide his/her basic contact information. Email address, MSN, ICQ etc. You will also be ask to provide a full member list of your clan to be eligible to compete.

Clans can sign up at any point during the season before the playoffs.

The winner of the league will be decided by the championship game following the culmination of the playoff ladder/knockout.

Miscellaneous Rules:


SCTFL will share banlists with SRL in cases of hacking or other serious offenses. We will also hold the right to issue bans for actions committed outside of SCTFL league play in cases of hacking. These will be worked on in a case-to-case basis.

If a player leaves the server at any time, without informing the other clan, the match is to be continued unless both clans agree to wait for the player to return or a substitute to arrive. If a player gets kicked due to server related problems, then the match is to be paused until either the player returns, a substitute arrives, or a different, fully functional server is found.

A disconnect is when there is either client or mainly server problems. If this is the case, the match will be restarted from the time the disconnect happened remaining and with the scores carried forward.

Any person or clan abusing the disconnect rule for unfair advantages will be severely punished.

If players change their names during a match, the person who reports MUST specify what each player's name in the clan sign up thread is.

Taking advantage of map bugs is not allowed in this league. For example, using polygon bugs or flying over top of ctf_B2b using minigun/m79. If you see player(s) abusing these map bugs, you should take a screenshot right away and record his/her name. The screenshot will then be reviewed and then action will be taken.

The use of hacks, trainers, hex editors and anything else to give yourself an advantage over others is strictly prohibited. Anyone caught using hacks is subject to expulsion from the league. We will deal with hackers strictly, even if the hacking occured outside our league. Admins will deal with hacking using a case by case basis.

Screenshots must be taken after every round. Demos are optional, but are recommended.

There should be honor among all participants of this league. This means no excessive flaming, spamming, rude or crude remarks, racism, excessive cursing, or otherwise being overly mean to another player. The same is said for in game, also in the forums if it is related to the league. Sportsmanship is also the key to this league, and if you are not, then don't expect to be welcome for long.

If a dispute occurs, and a screenshot is found to be edited to provide proof of the win, this will NOT be tolerated. Anyone caught doing so will be immediately suspended and banned from participating in the future, no exceptions.

Handle yourself at all times in an honorable fashion. If you have a disagreement, refrain from "getting mad" and going off on someone. Respect other members and staff, and they will respect you. If a person is reported (with proof) in game, out of game, or wherever, as acting inappropriate, action will be taken. Repeated offences will result in a ban.

Any occurrences of breaking the rules can result in a number of punishments. Point penalty in the league, a 3-day suspension from playing and posting, a suspension for the rest of the season, or a permanent ban for all future seasons and forum privileges stripped.

Spectators are allowed if both teams agree.

If there are players who are not using the names given in the sign up or roster change topics, then the opposing clan has the right to know who these players are. The opposing clan also has the right to ask this in the match report topic. In case of either team having players with unfamiliar names in the match report topic, the SCTFL staff have a right to ask who is who relative to the names given in the sign up thread. If there is no respond to the SCTFL staff in the next 24 hours, penalties will be issued, including -3 points deduction to the clan breaking this rule.

After a match is played, the winning team has 24 hours to report the match. If the match is not reported within 24 hours, then the match will be void. In the case of the Tie, the clans must decide within themselves who will report. Once again, if a match is not reported within 24 hours, the match is void.

For the final 3 days of the season, clans have ONLY 1 hour to report matches after they have been played. If the matches are not reported within 1 hour on these days, the matches are void.

If a reporter is accused of adding extra points to his/her clan's totals, the scene will be investigated, and punishments will be sent if needed, ranging from a warning to expulsion from the league.

Any player who posts a fake match report will be banned from SCTFL.

Multiclanning Rules:


Multiclanning (the process of being in more than one clan at the same time) is forbidden.

Players cannot be in two or more clans which have signed up for the league, or any other arrangement that breaks the spirit of the multiclanning rule.

When clans signs up for the league, they must write all their members down. If a member leaves or a new member arrives, then they must report it in the Roster Change forum.

The maximum number of clans you can play for in the regular season and playoffs combined is 2, you can only switch clan once. No player can switch clan after the 5th week of the season is over. Any player who joins a clan will be a active member of that clan regardless if he/she plays any league matches with the clan.

Roster Changing Rules:


All roster changes must be reported in the official Roster Change forum. If a roster change is not reported and this change is found to be significant, the clan may be penalized.

If a player who is not reported in your roster plays in an official SCTFL match which your clan wins, you will have 24 hours time to report the player in your roster. If you fail to do so, the match will be voided.

In the case of a loss, the match will be counted even if you do not report the player. In this case the unreported player will be counted as a member of the given clan by SCTFL staff. This means that the player can only play for one more clan unless he or she has already played for another clan, which makes it two in total (read the multiclanning rules for details).

If you did not report a player and the match ended in a tie, the opposing clan can choose whether the match will be voided or not. If the match is not voided, the same rules apply as in the situation where the clan with a full roster wins the match. If the match is voided (win or tie), SCTFL staff will not count the unreported player as a member of the given clan.

If both clans have unreported players and do not update their rosters within 24 hours of the played match, the match will be voided by default.

SCTFL Administrative Rights


There are many isolated instances which will occur during the course of the season which may not be covered by the rules file above. In all of these cases, the decision of the SCTFL admins is final and irreversible.

The Administrators of this league have the right to make any decision which they feel is necessary for the general good of the league.

In the situation where you think an Administrator is wrong, misinformed, subjective, prejudicial, or incompetent, check the rule above

Any rule change to the official rules file must be posted as an official announcement, the rule will take effect only after the announcement was made. (meaning we cant punish a clan if we make a rule but they broke that rule before it was made unless it was situational, described by the rules below)

In a situation where following the rules literally would cause a undeserved unfairness towards any individual or clan, the rule can be modified by the admins for that situation only.
